You can recieve the Member Card via Nintendo Wi-fi connection between those dates using Pokemon Platinum. The Member Card is a card not available through game play and unlocks the mysterious, legendary pokemon Darkri. In order to catch him you must have the National Dex and have caught....or awakened Cresselia. After that get on the ferry at the Harbor Inn and you will be taken to Newmoon Island.
